The mission of the Dallas/Fort Worth Minority Supplier Development Council is to facilitate business connections between our buying entity members (corporations and public-sector agencies) and certified minority-owned businesses in order to meet supply chain demands and further the economic development of our communities. Results matter and D/FW MSDC tracks results reported by our Buying Entity Members and certified MBEs. Cross Timbers Procurement Technical Assistance Center (CTPTAC) helps companies find contracts for work with local, state and federal governments. Our mission is to increase the number of contracts awarded to companies in the 60 county service area resulting in increased revenue and jobs in the area. Based at the University of Texas Arlington, we provide one-on-one counseling, events and up-to-date research in everything that has to do with selling to government agencies. The Regional Hispanic Contractors Association formerly the Hispanic Contractors Association of DFW was formed in 1995 to address the needs of one of the fastest growing sectors of the construction industry. In addition in giving voice to the business and political concerns of its members, the Regional Hispanic Contractors Association serves the community through its outreach program. The Regional Hispanic Contractors Association has streamlined and improved the bid process for its members. Hispanic Contractors Association members have been successful in working with local and state elected officials to ensure fairness in awarding of bids. The Regional Black Contractors Association’s mission is to advocate for and advance the development and growth of African-American owned businesses and their capacity. This contributes to and participates in the self -determination, economic growth and prosperity of African-American communities in the North Central Texas Region, thereby creating a strong economic base that develops, empowers and supports the ongoing success of these communities and our businesses at large. Increasing the number of successful African American and minority businesses by helping them gain access to procurement opportunities and capital is an ongoing process. It is the policy of the comptroller to encourage the use of historically underutilized businesses (HUBs) by state agencies and to assist agencies in the implementation of this policy through race, ethnic, and gender-neutral means. The purpose of the HUB program is to promote full and equal business opportunities for all businesses in an effort to remedy disparity in state procurement and contracting in accordance with the HUB goals specified in the State of Texas Disparity Study. This subchapter (relating to the Historically Underutilized Businesses) describes the minimum steps and requirements to be undertaken by the comptroller and state agencies to fulfill the state's HUB policy and attain aspirational goals recommended by the Texas Disparity Study. The CMBL is used by state purchasing entities to develop a mailing list for vendors to receive bid opportunities based on class and items selected for the products or services which can be provided to districts specified for the State of Texas.
